OFCCP issues second CSAL for FY2023
On September 11, 2023, the Office of Federal Contract Compliance Programs (OFCCP) published its second Corporate Scheduling Announcement List (CSAL) in fiscal year (FY) 2023. The list of 1,000 contractors includes 973 unique federal contractors as well as 922 separate establishments. In addition, there are 30 corporate management compliance evaluations (CMCEs), 36 functional affirmative action program (FAAP) reviews, and 12 higher education reviews. The CSAL is a “courtesy” notice to a contractor that it has been selected for an audit, which provides contractors with additional time to prepare for the audit before receiving the new scheduling letter and itemized listing.
The agency published its methodology for CSAL. The methodology indicated that for establishment reviews, it selected contractors engaged in low-wage industries and nonconstruction industries that received the highest rate of contractors under the Bipartisan Infrastructure Bill. Based on that information, contractors were selected the following industries: agriculture, forestry, fishing, and hunting; manufacturing; retail trade; professional, scientific, and technical services; administrative and support and waste management and remediation services; and accommodation and food services, among other services.
